About Vigilance and Anti-Corruption Bureau, Kerala

Vigilance and Anti-Corruption Bureau a specialized agency of the State of Kerala, responsible for the investigation and prevention of corruption in Kerala. It was established in 1964 as a separate Department under the Administrative Control of a Director to deal exclusively with the investigation of corruption cases utilizing Police personnel and its own executive Staffs. As the sole specialized agency in Kerala which investigates corruption offences, the Vigilance & Anti-Corruption Bureau ensures that offenders are brought to justice and it constantly and continuously strives to keep Kerala corruption-free. The Bureau will remain determined and committed to its mission, as it moves forward by cracking the unethical secret code of malfeasance between the Public Servants and the recipients.


It was renamed as Vigilance Department vide Government letter No.5520/A1/75/Vig. Dated 27.08.1975. Again vide G.O.(P) No.15/97/Vig. Dated 26.03.1997 its nomenclature was changed to Vigilance & Anti-Corruption Bureau. The functioning of the Bureau is governed by the guidelines issued by the State Government vide G.O.(P) No.65/92/Vig dated 12.5.1992 and G.O.(P) No.18/97/Vig dated 5.4.1997.

Major Functions of the Department

The Bureau conducts Investigation/Enquiries into the following types of allegations involving Government Servants and Public Servants including those working in the Public Sector Undertakings of the State Government.

  • Criminal misconduct of Public Servants as defined in PC Act 1988.
  • Dishonest or improper conduct or abuse of power by Public Servants.
  • Gross dereliction of duty or negligence.
  • Misappropriation of public funds.
  • Amassment of wealth disproportionate to the known sources of income.
  • Misuse of Public money or property.
  • Preventive vigilance actions and activities.

Besides conducting investigation into Vigilance Cases, the Bureau also conducts Vigilance Enquiries, Quick Verifications, Confidential Verifications and Surprise Checks. The Bureau also collects intelligence report about corrupt officials and maintains dossiers on them.
